About the firm
A small firm built to absorb complicated work.
Background
Every organization CCL Solutions works with arrives at the same moment. An audit opens, a permit deadline lands, or a personnel matter has to be handled correctly the first time — and nobody in-house has done it before. The firm was founded in 2020 to be the person who has. What it offers is not theory but fifteen years spent inside public institutions, where compliance is never abstract: it is a file somebody will later read back to you, line by line, and ask you to defend.
Ben Osypian began teaching in Osceola County, took a master’s in educational leadership from Stetson University, and spent the next decade and a half moving toward the roles where the consequences land. He led schools there and in Flagler County, among them Old Kings Elementary, where he was named Flagler Schools Principal of the Year. A principal is the one who answers when a program is reviewed, a file is audited, or a decision is challenged. That is where the discipline of documenting to a standard gets learned, because there is nowhere else to send it.
District administration sharpened it. As Chief Human Resources Officer for Flagler Schools, and later as Assistant Superintendent of Human Resources and Administration for the School District of Indian River County, he ran the function most organizations discover they need only after something has already gone wrong — investigations, classification and pay structure, leave administration, and the difference between a policy that holds up under scrutiny and one that quietly does not.
That is the vantage point clients are hiring. Not an adviser reading the regulation for the first time, but someone who has sat in the chair they are sitting in, been audited, answered the complaint, and knows which shortcuts cost more than they save.
How we work
Four commitments we hold to.
We scope before we quote.
A short discovery conversation first, then a written scope with a fixed fee or a clearly stated rate structure. You should never be surprised by an invoice.
One person owns your file.
You get a named point of contact who knows your matter and its history, not a rotating queue. We bring in specialists from our network when a project calls for them.
We work to the record.
Everything is documented as though it will be reviewed later, because in permitting, HR, and special education it usually is. Good documentation is the deliverable as often as the outcome is.
We tell you when to stop.
If a project does not need us, needs a licensed professional we are not, or is better handled in-house, we will say so early. That answer costs us a fee and earns the next referral.
Working together
Four ways engagements are structured.
Project engagements
A defined scope with a start and an end — a permit application through issuance, a handbook rewrite, a system build.
Retained and fractional
A set number of hours each month for organizations that need HR or program support on call rather than on staff.
Assessments and audits
A fixed-scope review that tells you where your exposure is, with a prioritized plan you can execute yourself or hand back to us.
Software builds
Discovery, build, and ongoing support for custom tools — with the option to keep us on for maintenance or hand the code over entirely.
What we take on
Project Management
Program and project delivery, including environmental permitting through state DEP and the U.S. Army Corps of Engineers.
Human Resources
Compliance, handbooks, employee relations, and hiring — on call, at the scale you actually need.
Education Administration
Administrative and special-education capacity for schools and districts — plus software built for the reporting burden.
AI & Web Development
Custom applications, dashboards, and AI-assisted automation — built by people who understand the regulated work it supports.
Next step
Let us know what you are working on.
A short conversation is usually enough to tell whether we are the right fit. If we are not, we will say so and point you somewhere better.
